Below is a breakdown of essential documents and their purposes, along with insights on how recent fee changes affect project budgets.

1. No Objection Certificate (NOC) from Property Owner or Management Company

Purpose: This document is essential for securing permission from the property owner or management company to undertake fit-out work in the unit. Without an NOC, Concordia cannot proceed with the fit-out permit, as it confirms authorization for modifications.

2. Property Tenancy Contracts & Title Deed of Property

Purpose: Concordia requires a copy of the tenancy contract and, if applicable, the title deed to ensure that the tenant is legally permitted to occupy the space and make any intended modifications.

3. Contractor Appointment Letter

Purpose: This letter formalizes the engagement of a contractor for the fit-out project. It provides Concordia with the details of the appointed contractor, establishing responsibility and accountability for the work carried out in the unit.

4. Work Undertaking Letters (if required)

Purpose: These letters serve as written commitments from the contractor and tenant to adhere to Concordia's standards and safety protocols. Work Undertaking Letters affirm that the project will comply with all regulatory and environmental guidelines, aligning with Concordia's requirements.

5. Proposed Fit-Out Drawings and Existing Plans

Purpose: Fit-out drawings outline the intended modifications, while existing plans document the unit's current state. Concordia recently raised the fee for existing approved drawings (Subject to availability) from 270 AED to 500 AED, so it's crucial to ensure these documents are accurate to avoid costly resubmissions and delays.

6. DMCC Provisional License or Regular License

Purpose: The Dubai Multi Commodities Centre (DMCC) license—whether provisional or regular—is mandatory for businesses operating in JLT. This license verifies that the tenant is licensed to conduct the specified business activities in JLT.

7. Health and Safety Certificates

9. Dubai Municipality (DM) or Dubai Civil Defense (DCD) Approvals (if required for Retail)

Purpose: For retail businesses, specific approvals from Dubai Municipality (DM) or Dubai Civil Defense (DCD) may be necessary based on the type of fit-out work planned. These approvals ensure that the space adheres to safety and regulatory standards applicable to retail establishments.

CONCORDIA INCLUDES

1. Normal Fit-out Submission (FODA/RFODA)

Fit-Out Drawing Approval for offices (FODA) & Fit-Out Drawing Approval for Retail (RFODA) is fitout approval allowing interior fitout modification across JLT. Client proposals are reviewed based on scope of work to determine normal fitout process and to categorize office or retail based on their location. Applications are applicable in both fitted out and shell & core units. Please see the attached requirements, fees structure and process flow to understand the submission process. All retail activities to have prior approval from all related regulated authority such as DM, DCD, KHDA, DHA etc. For our clients who wish to apply for quicker process we also have fast track services available.

2. Minor Fit-out Submission (MFODA/MRFODA)

Minor Fit-Out Drawing Approval for offices (MFODA) & Minor Fit-Out Drawing Approval for Retail (MRFODA) is applicable only in fitted out units allowing minor fitout modification across JLT such as flooring, electrical, low height partitions etc. Client proposals are reviewed based on scope of work, number of work days to determine minor fitout process and to categorize office or retail based on their location. Please see the attached requirements, fees structure and process flow to understand the submission process. For our clients who wish to apply for quicker process we also have fast track services available.

3. Revised Fit-out Submission (FODA / RFODA / MFODA / MRFODA)

Revised Fit-Out Drawing Approval is applicable only on active existing jobs where the contractor should apply for revised drawing approval for any changes from the Concordia stamped drawing. This process should be completed prior to making any fitout changes on site. Any illegal modification found during completion inspection will be subject to penalty. Tower management / OA approval will be required as and when applicable. Please see the attached requirements, fees structure and process flow to understand the submission process. 4. Certificate of Conformity (COC) Process

Certificate of Conformity (COC) is applicable only on normal fitout applications (FODA / RFODA). Contractor to prepare the site according to the checklist provided and submit form for physical inspection. Upon compliance of health and safety checks, COC is issued valid for 90 days only. This process should be completed prior to start physical site mobilization. Any illegal fitout found without COC compliance will be subject to penalty. Please refer to the attached COC checklist and COC renewal process applicable on fitout extension for easy reference. 5. Fit-out Completion Process

After completion of entire fitout work, Contractor should apply for fitout completion inspection by submitting all required documents. Once inspection is compliant, Fitout Completion certificate is issued. This process should be completed prior to occupying the premises. It is contractor's responsibility to make sure the unit has got completion certificate prior to starting operation. Incase of non-compliance of above , penalty will be imposed on contractor and client. Please refer to the attached requirements list of work completion inspection for easy reference. 6. Master Community Permit to Work (PTW)

Appointed Contractors and service providers working within the jurisdiction of the DMCC Free Zone and the Master Community and in the towers must obtain approval of any plans, designs and drawings of the proposed work prior to starting the actual work activities. The Contractor and service provider must obtain the necessary HSE work permits prior to entering or carrying out any physical work activities within the Master Community. An NOC must be obtained from DMCC and/or any other relevant authorities, as applicable, as a pre-requisite for the submission of the permit application by the Contractor and service provider for the necessary work permits (e.g. access, general work, hot work, excavation work) from the Community Administrator (Concordia DMCC).
